On June 24, 2010, GDLNG and Shenzhen CIQ jointly held the Unveiling Ceremony for Guangdong Dapeng LNG Sanitary Seaport Core Competence Demonstration Area. Mr. Liu Shengli, Director of Shenzhen CIQ, delivered the plaque of Sanitary Seaport Core Competence Demonstration Area to Mr. Wu Zhengxing, President of GDLNG. Mr. Wu Peikui, Chief Engineer of GDLNG, also gave speech on behalf of company in the ceremony. The ceremony symbolized the successful establishment of China's first LNG sanitary seaport core competence demonstration area in Shenzhen.
Guangdong Dapeng LNG jetty is the first LNG jetty dedicated to the outside of China. With the development of Guangdong Dapeng LNG business and increased impact of public health on social stability and economic development, Yantian CIQ and Guangdong Dapeng LNG Company Ltd. jointly started the first "Demonstration Zone of Core Competence in LNG Jetty Port", which is expected to improve the core capacity of the port, explore and establish the permanent mechanism of core capacity improving, while at the same time insure a safe and reliable gas supply for the Pearl River Delta Region and Hong Kong. Taking account of the quantities of entry cargoes in 2010, annual customs clearance time could be saved by 500 hours increasing economic returns about RMB 12 million benefited from the innovated quarantine supervision mode. It also has a significant political meaning and brings a remarkable social value to economics development and social stability both in Pearl River Delta and Hong Kong.
In the whole establishment program, the LNG Jetty of Guangdong Dapeng LNG Co. is the main part and Yantian CIQ offers technical instruction. For the first time, following the "3+3" theory (i.e. the three capabilities of risk analysis, risk control, and emergency response plus the three key elements of personnel talents, hardware facilities, and working mechanism constructions), Yantian CIQ took a lead in proposing the concept of "Inspection and Quarantine Surveillance Zone", carried out a series of creative work, which not only improve the core capacity of LNG jetty port but also promoted the local economic development. As a result, a win-win of both sides was achieved.
